Los Angeles is one of the largest cities in the country and has an enormous variety of busking environments — from the Venice Beach Boardwalk to the Hollywood Walk of Fame, Santa Monica's Third Street Promenade, and the Metro rail system. Rules vary dramatically by location, and the distinction between city, county, state, and private property is critical. LA's sprawling geography means a performer who does their homework on location rules can find ideal spots for virtually every style of performance.
LA Metro Busking Program
LA Metro has developed a Street Performer Program (also known as Metro Musician) that allows approved performers to play at designated Metro stations. Performers audition and, upon acceptance, receive credentials for specific stations and time slots. The program has grown in recent years as Metro has expanded its rail network. Performing in Metro paid zones without credentials is not permitted. Accepted performers may use small battery-powered amplifiers at approved stations.
Venice Beach Boardwalk
Venice Beach Boardwalk is one of the most famous open-air performance venues in the United States. The Boardwalk is managed by the County of Los Angeles Department of Beaches and Harbors and the City of Los Angeles Recreation and Parks Department depending on the specific area. Street performers have traditionally had broad latitude on the Boardwalk, and specific performance areas are marked. Amplified sound is common and generally tolerated. Hollywood Walk of Fame
The Hollywood Walk of Fame sidewalk is a city of Los Angeles public sidewalk, and performers have First Amendment rights there. However, the Hollywood area is heavily policed for tourist safety, and the Hollywood Entertainment District BID (Business Improvement District) is active in the area. Performers in costume (superheroes, movie characters) have historically been subject to tipping solicitation enforcement. Amplified performance on Hollywood Boulevard requires coordination with LAPD and the BID given the pedestrian density and noise sensitivity of adjacent hotels and businesses.
Third Street Promenade, Santa Monica
Santa Monica is a separate city from Los Angeles. The Third Street Promenade has operated a formal street performer permit program for many years. Performers must audition for a spot on the Promenade. Auditions are held by the Bayside District Corporation, which manages the Promenade. Approved performers receive assigned spots and time slots. Amplification is permitted within Promenade sound guidelines. This is one of the most organized and professionally run busking programs in Southern California.
